If I recall correctly, I've actually seen that style of quote-heavy writing used in at least one article. I don't agree with it, I think one could do much better than string a bunch of quotes together and call it an article, but I do believe I've seen it.

Quoting is fine. Attributing is better.

And thinking and coming up with something original is what it's all about! (Unless it's a review of the research literature, which would not be happening in a community college library.)
